Dear IC3 Investigation Officer,<\/p>\n\n\n\n

I respectfully submit this complaint as an Indian MSME exporter whose international trade operations have been maliciously sabotaged through a coordinated banking fraud<\/strong>, executed by officials of ICICI Bank Ltd (India)<\/strong> in collaboration with a private Chartered Accountant network, legal conspirators, and coercive family associates<\/strong>.<\/p>\n\n\n\n

This conspiracy has directly impacted several U.S.-based clients<\/strong> who made advance payments for handcrafted export orders, and whose funds were blocked, misused, or undelivered due to intentional financial obstruction by Indian parties. These criminal acts constitute wire fraud, trade interference, international contract breach<\/strong>, and deliberate reputational harm<\/strong> to a trusted trade relationship between my company and U.S. customers.<\/p>\n\n\n\n

Key Highlights of the Complaint:<\/h3>\n\n\n\n
    \n
  • ICICI Bank sanctioned an export MSME loan of \u20b92.5 crore (~USD $300,000), but released only \u20b937 lakhs (~USD $44,000).<\/li>\n\n\n\n
  • \u20b975 lakhs (~USD $90,000) were fraudulently diverted to another bank (UUCB) without any agreement clause, violating banking ethics.<\/li>\n\n\n\n
  • False co-borrowers were inserted and forged documents were used to falsely represent the loan as a \u201chome loan.\u201d<\/li>\n\n\n\n
  • A forged check was submitted under a fake DRT court application (SA-339\/2021) to close the loan without the borrower\u2019s consent.<\/li>\n\n\n\n
  • Multiple U.S.-based buyers<\/strong> were financially damaged due to export orders remaining unfulfilled.<\/li>\n\n\n\n
  • These acts constitute a deliberate sabotage of foreign trade<\/strong> and a cross-border financial crime<\/strong> under U.S. federal law.<\/li>\n<\/ul>\n\n\n\n

    Request for FBI\/IC3 Action:<\/h3>\n\n\n\n

    1. Initiate investigation<\/strong> under:\n
        \n
      • Wire Fraud (18 U.S. Code \u00a7 1343)<\/strong><\/li>\n\n\n\n
      • Bank Fraud (18 U.S. Code \u00a7 1344)<\/strong><\/li>\n\n\n\n
      • RICO (Racketeer Influenced and Corrupt Organizations Act)<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n
      • Coordinate with the U.S. Commercial Office in India<\/strong> to protect affected American buyers and hold the Indian bank accountable.<\/li>\n\n\n\n
      • Engage Interpol\/Financial Intelligence Units<\/strong> for recovery tracing, asset freezing, and international cooperation.<\/li>\n\n\n\n
      • Recommend diplomatic and legal actions to the U.S. State Department, given the growing pattern of export deception against U.S. small business partners<\/strong>.<\/li>\n<\/ol>\n\n\n\n
